Are the Dell's laptop we order, by Dell's website, NEW?

All the time, every system, every laptop (I want to buy XPS 17) people from Dell (chat) say every time that we have to wait 5~7 for shipping and 5~7 for BUILD...
its not make any sense, for a "basic" system I have to wait more 7 days? or any system that they Offer? I remember, when I lived in US(many years ago :) ), that Dell doing that 7 days to get "second hand" laptop with the almost same details... and then they fix it and I don't know... we get "New - Refurbished laptop"... Are they still doing that? or selling new laptops? and no "New - Refurbished laptops"?

Dell Outlet is where they sell used/refurbished/returned merchandise. Otherwise, you are getting a brand new laptop.

Dell uses a build process called JIT (Just in Time), it was first used by Japanese car manufactures a long time ago. They only order parts that are needed, down to the amount of screws. So you place your order, Dell orders the exact amount needed, builds it and then ships it out to you. They do not get excess supplies. If products gets returned, it goes to the outlet.

edit: Just In Time wiki info
