Go to Control Panel, Hardware and Sound, Power Options. On the left side, you should see Dell Battery Meter. Click on there and go through the dialog box and adjust the settings as you wish.

When you say it is disabled... is the battery nearly fully charged? This is by design to protect the battery.

Right-click on the battery icon in the lower right. Left-click on "Dell Battery Meter". If the checkbox that's labeled "Turn Off Battery Charging" isn't checked, then battery charging is on. In that case DakkonA is correct. The battery is fully charged and just floating. The checkbox is used if you wanna be on the charger for long periods of time. It supposedly will help maintain the batteries long life. If you use your battery a lot it really won't matter much.
