It first started off with Max Payne 2 about a couple of months ago.

While in game, it would lag unbelievably for about 5 seconds, then the fps would go right back up to around 80-100fps. Max settings on everything. Since it was cheap, I gave up on it, and didn't worry.

I just picked up Bioshock off of Steam for 5 bucks, and now I'm getting that same issue again, and I have no idea what it could be. I turned off all of the effects and the issue is still there.

I've played other games like COD4, source-titles, Fallout 3, and have not had this issue.

Anyone else here with similar problems?

This is with a 8600m GT? Check you nvidia control panel and make sure V-sync isn't enabled. Try updating your drivers and defragmenting your hard drive aswell.

The 8600M GT is popular for its stuttering issue.
Search the forums for sollutions(8600 M GT stuttering) , my best guess is with changing drivers...

Do you get alot of hard drive activity when you experience the fps drop?
Try defragmenting your harddrive and increasing the size of your page file and virtual memory space through your control panel.

Download GPU-Z run it in the background with the sensors tab open while you play a game. When you get the fps drop alt + tab out and check to see if your gpu downclocked and if it happened while you hit the highest temp shown.

it sounds like hard drive activity gets slow.

I've already defraged, and that didn't work.

I'll try the page file tomorrow morning.
