Dell is really making me mad, they said that my warranty is expired but, dell clearly extended the warranty on the nvidia 8600m gt chips, and they won't let me diagnose it unless i pay 60 bucks? ?

You should not have to pay $60, to Dell for a problem with the GPU as long you have the Extended Coverage for the 1 Year extension (and it hasn't expired). That's BS on Dell's part if they are telling you that.

that extended coverage did i have to pay for?

No, if the warranty that you "paid for" is expired. Then the 1 year warranty on the Nvidia GPU (only), comes into force.
Ie. If your main system warranty is from say 7/1/09 thru 7/1/10. Then, the Nvidia GPU warranty picks up from 7/1/10 -7/1/11.
Take a look at the link I attached in the post above : )
