Could I possibly upgrade my Dell XPS M1730's CPU from a T8300 to something better? If so, how much would such an upgrade cost in Canada and last what kind of performance upgrade would it achieve?

If you want to really upgrade then go for it. However, the performance boost you will see with be marginal at best.

This is one of the easiest laptops I have taken apart, you could definetily upgrade the cpu to anything up to the X9000 Extreme (it just has to be a socket P mobile cpu), it's your chioce, depending on how much money you want to spend.

    T9300 - 2.5ghz = somewhat worth the money
    T9500 - 2.6ghz = not worth the money
    X9000 - 2.8ghz = definately no.
