I'm leaving for an appointment, but here you go:

"Click here to go to the download of borlndmm.dll"
Click "Download borlndmm.dll" on popup screen.
Copy that to your "C:/windows/system32" folder. -

Thanks I downloaded the file and unzipped it into the start inspector folder....
is that what I need to do? -
I updated my post above a bit later, but what you do is:
Copy the borlndmm.dll to your "C:/windows/system32" folder.
NOT the Startup Inspector folder. You can leave it there, but it doesn't do anything. Honestly.
After you copy it to your system32 folder, you can run the install and it should work unless its missing some other libraries. -

Well I did it..
But when I click on "launch startup inspector" it doesn't do anything, but everything else opens..... DAMIT! -

Nevermind, I fixed it... Software is frustrationg.
Can't install startup inspector, system tells me I need borlndmm.dll
