Would like to know if it's possible to charge the Dell XPS 9550 over Thunderbolt port.

I wonder if I can use QuickCharge 3.0 wall or car chargers with this laptop or the newer model 9560.

This has been answered a few times, but you need at least 65W to charge the 9550/9560 over thunderbolt. The Google 65W adapter is what I use.

I've got the Dell ordinary 45W AC adapter for travel and it works. The performance is restricted though. -

I guess I should have said the adapter has to supply 19.5V for it to charge.

I've contacted today Dell UK using the live sales assistant, but they couldn't specify how to do it. Instead, they recommended me to contact tech support by phone since they don't have live chat.
Qualcomm QuickCharge 4.0 supports Power Delivery, so in theory the same wall or car charger should be able to charge the smartphone and the laptop.
Even if the charger provides as low as 36w, I think the computer should charge anyway, but slower. Where days exactly that there's a minimum wattage required?

It's not just a wattage requirement, it's a voltage requirement. Most cell phone chargers don't put out enough voltage to charge the XPS.
Check out the PCWORLD link from _sem_ and it shows that only the 20v chargers worked on the XPS 13.
*on edit* Quick Charge 4.0 is said to offer charging at either 5V (4.7A to 5.6A) or 9V (at 3A) - not going to work. -
The XPS power circuit was designed for an input of 19.5 V (there's always some leeway, but not that much and I wouldn't go over 19.5 V) and it will also draw a certain amount of power to charge the battery and more if it is powered on. Don't try a 19.5V 15 W charger either, you're asking for a fire.
