Is this possible? If I have an external battery pack (an older one with a regular usb 2.0 out) and get some kind of usb c cable will it charge?
Obviously not concerned about running the laptop while charging from such a slow output (like 2.0 A).

No, they're currently very picky about their power sources. Only Google's 60W Universal USB-C charger seems to work with the XPS 13 9350 for now.
Apple's 12-inch Macbook allows a trickle charge over USB-C from other chargers, but not Dell (yet?). -
I thought that was coming in the new docking station which should be available in 2016

That's a shame. They advertise the charging through usb c, hopefully its a software fix in the future.
That said, not really a dealbreaker for me considering my current laptop is 5+ years old ...been out of school a while, but will be going back for some post doc programs and will likely need something that I will have to carry with me at times.
