Every time I try asking a question via chat, later on they keeping asking if it was okay if they can check my shopping cart, do you think they'll be able to give me more discount?

They can, but they usually don't. If you are very lucky and are able to convince them, they might give you free expedited shipping, though oftentimes they say they give you free expedited shipping just to get you to order, but in the end, they still put you down for ground. By that time you call customer service and tell them the sales rep told you that he/she gave you free upgraded fast shipping, the rep will tell you that there is no way to change the order unless you cancel and replace, and you won't get the free expedited shipping.

In other words, don't count on it.

If you want a cheap deal the way to go is to order it through a Kiosk in like a mall. Those guys will pile on discounts for you because they want you to buy, and the kiosk doesn't lose out by giving discounts but they do benefit the more sales they get. Just go and act really interested, but keep saying the price is too high. Can usually get them to put in like a 25% off coupon for you :)

Maximum discount that Dell Kiosk reps can give out is a maximum of 10% and it has to be only for "extreme" measures.

That's not what I have heard at all...
I've heard of people getting hundreds of dollars shaved off. Maybe officially 10% and if you push them they will go higher, or maybe something has changed in the last year or so on their Kiosk policy.

(Though I admit I could be mistaken)

It actually depends on the amount of experience and your rank at the Kiosk. Front line low rank sales reps at kiosks have a max of 10% off, which is a hundred for a $1000 computer.

It's much better if you call in. It's easier to haggle with someone when they actually have to talk to you instead of online chat. Also, if you are a college student make sure you get your student discount. I called in to order my m1330 and the guy I talked to saved me close to $600. It wasn't a discount he just ordered it by a separate process than the one I was doing.

PS. His name was David Fiegelman, he was very helpful.

I was able to call and remove software that I wouldnt use(mcaffee/lowjack) to lower the price about $170, and then go down to 2gig ram for anothe $100 savings(bought 4 gig for $50). Also reduced the size of my hard drive from 320 to 250 for another $50 savings.

But it took a couple of tries till I found someone who would do it. First couple said there was no way...

Yes, you can do what ata1k just did, but not all customer support representatives can. There was a 3 day period a few months after the M1530 was released where there was a huge discount that resulted in many people getting their computers up to 50% off. Yes. 50% off all M1530 and M1330. Because the discount was a large amount of money off for a good configuration that came with a lot of services and huge warranty...

People called in and wanted to downgrade ram, remove antivirus, remove roxio, remove verizon wireless service that came with it, downgrade to 1 year warranty, and people got credit for every single one of those that valued hundreds of dollars.

Dell obviously caught on and immediately told their customer service reps that users were not to be able to downgrade or sell back any parts of the offer that they didn't want, or if they did, do NOT give them any money for it. (Kind of like the way it is now with the Antivirus. If you opt not to get it, it doesnt decrease your price) Though at that time, they credited you 50 bucks to 100 bucks for requesting no antivirus.

Things like that basically don't happen at all unless you come across a really bad CSR, which is very very very unlikely... chances of that are next to none, so dont get any hopes up.
