I have a Xps m1330 vista 64 bit with driver 174.74 and when the system is set at high performance from the picture you can see that the cpu as well as the gpu throttle,is there a way to disable that ??

thats normal. its speedstep. it will fly back to full throttle when necessary.

no need to disable it, its there to make your notebook run more efficiently

With the GPU, it's called "PowerMizer". I wouldn't recommend disabling this, as it'll detrimental to normal operation for a laptop.
