My laptop came with 32bit vista, and I have the cd too. Now I also received the 64bit version after calling which I have not opened yet. My question is, can I use this for another PC ?

No, machines that are sold with OEM copies of Windows have licenses that are given for that machine only.

Discs are worthless without a key.
Each key can only be used on one computer at a time.
How many keys do you have?

    Hope this answers your question.

It will most likely work on any newer Dell though as it they only have BIOS detection in them.
