The laption is brand new but I've already sent it back and had the motherboard replaced. And updated BIOS and all the drivers before that (and after). I haven't yet tried re-installing Windows using a non-Dell-infected version, and other suggestions here. But I will ASAP.

When either phone is connected via the USB-C port the laptop doesn't even register that there is anything connected. No data or power (neither phone charges). I've tried 3 different USB-C cables, including one that passed Benson Leung's test.

I've tried the drivers from the Android SDK too.

Both phones work fine when connected to a USB-A port.

Does anyone have a 5X or 6P that does work with their XPS 15 9550 via USB-C (without a dock)? I wasn't able to find anything here or elsewhere (except people posting from their Nexus phones...)

Yes, yesterday I connected my Nexus 5X to the USB-C port without a problem. The phone by default starts charging, so I had to change the USB options and choose File Transfer. After that, I didn't have major issues.
