I've always been able to use the fn and up arrows keys to bring the brightness back up, but my main problem is that I have to do that every single time I start up the computer. Did resetting to defaults fix the screen brightness at startup?

Yes, it fixed the problem I had with the screen brightness at start up.

Just to make sure we both had the same problem. When you powered on your system, was your screen bright? Because mine was and after logging into my windows account the screen dimmed down, despite being on the maximum screen brightness.

After I reset the settings, the screen's brightness improved drastically. Meaning it return to the brightness quality I had prior to the problem. But anyhow, give it a try and let me know if it fixes your problem.

Thanks for the suggestion, but that didn't fix it. It's weird, because if I uninstall the ATI drivers the problem immediately goes away.

Try the new A11 BIOS as it looks like they may have fixed your problem:

Dell XPS 1640 System BIOS A11

    • Improve boot up time
    • Enhance brightness function

Also, does anyone know if the F12 boot menu can be expanded for +prefix items to select the exact boot device from a category? Have tried enter, space, all kinds of combinations, no go.

The ATI driver stores any settings you make in the CCC (Catalyst Control Panel) and applies them when you start up. Also, and Color Management settings are applied soon after Windows starts. So, if you are seeing a change in brightness right after you log in, it's generally because of one or both of those applying their settings. The fact that uninstalling the ATI driver "fixes" the problem substantiates what I am saying...

The 1645 does not have these problems at all.
