my wife has a dell xps 18 all in one desktop / tablet pc with a i3 -3227u
and I was wondering if it is possible to upgrade the board which has the cpu soldered to the board to a i5-4210u or greater ?
the pcb's look the same and was wondering if anyone has done such a thing in the past ?

    No.

All in ones use a custom built motherboard design. It is not possible to swap them out for anything except another motherboard designed specifically for that exact same model of all in one.

Sorty to say, but if you want to upgrade that machine beyond the basics (ram, storage drive), then you're forced to buy a new computer.
