My dell xps m1710 fan is always running fast and loud. the temps from real temp range from 55c all the way up to 80c. i mean it jumps all around from 55 to 80. right now its 69c but 4 mins ago it was 77c. im not even running alot of apps so i wonder why the fan is always rinning and the temps so high.

Your fan vents are probably clogged with dust.
Shut your laptop off, and get an air compressor, or some compressed air cans.
You should clean your vents as good as you can. Blow from the vents into the system, and than from the back of the laptop, to make sure all of the dust comes out.

You can decrease fan speed by undervolting your processor. Undervolting does not decrease performance in any way. It just makes the processor run more efficiently. Check out The Underrvolting Guide for more information.

You can also download I8KFANGUI to control the fan speed. It is a free program, which allows you to set custom profiles for fan speed based on temperature.

My friend has an XPS1710, and with the fastest processor T7600G, the fans only come on when gaming.
You should thoroughly clean your vents, and report back to us.
If you are technically inclined, you may want to take the entire system apart in order to get all of the dust out.

Check this out. http://www.diefer.de/i8kfan/index.htmlGive you complete control of both your fans and you can set your temps parameters to your liking. You can shut them off, run manual, run auto, or full speed. Really nice. I repair computers and have used this on several Dells and it works wonders. Try it out. But also, Like K-TRON said, cleaning never hurts.
