When i try to install the Intel_TBT3_FW_UPDATE_NVM16_A04_2.16.01.003.exe from the Dell Site i get a notification that the FWis already uptodate.

But if i check with the "Dell Command Update" Tool i get a notification that i need to install the TBT3 FW Update.

Is there a way to force install of the Firmware? or any way to see if it is really already applyed?

Try updating Dell Command Update ;)
Or better removing it. It is known for glitches like this, or offering obsolete updates, or not offering available updates. Considering the absence of proper driver testing at Dell, you're unfortunately better off updating only updates approved around here (not reported having issues).
