Look here it will answer all your questions although some questions are still unanswered. If you are within 21 days you can return it for a refund. As of now there is no official fix fix from Dell. Read the link for more info:

Use RMClock to decrease the CPU voltage. This will decrease the overall power consumption without affecting the speed.

If this does not help disable Ati PowerPlay when gaming.

If I disable ati powerplay then clocks are only 400/800 when its enable then 675/800, 400/800 have bad performance. I try RMclock..

rmclock will not work. There is no solution to throttling as of now except using ThrottleStop. Read the above link.

The above link describes the issues with the i7 CPUs. RMClock won't work for them but for the Core 2 Duo it may work.

I never had any throtteling issues with my XPS 1640 and RMClock. Throtteling occurs if the laptop needs more than 90W. Lowering the CPU voltage decreases the overall power consumption.

The TDP decreases with the square of the voltage. Lowering the voltage from 1,2V to 1V for the maximal multiplier will decrease the TDP by 30% from 35W to 25W. The system will run cooler and will consume less power.
