Twice now my computer has frozen completely, after about a second the screen flickers and then shuts off, and then it comes back on with a notification message that says "Display Driver Stopped Responding and Has Recovered". Has anyone else had any experience with this issue?

Does this happen during gaming or regular use?
Try reinstall or update your driver from laptopvideo2go. -

Both times were during regular use.
Never any problems during gameplay (Neverwinter Nights 1 and 2, tremulous, Half-Life 2, Portal all run on high settings with no issues) -

No, your GPU isn't fried. If it is, you either won't be able to boot or your computer can't be viewed in higher resolutions.
I'm betting on driver issues more than anything else. -
How would I diagnose/fix such a problem? -

my video fried after normal use doing the same thing.

It's just driver issues. nVidia drivers aren't very stable and cause the majority of crashes on Vista.

My co-worker sees this all the time while playing WoW on his Vostro 15", though not as much lately. Seems to be a wide-spread issue.

I had the exact same problem as the original poster.
1. I had a bad stick of RAM.
2. The GPU died soon after and I got a new laptop.
No matter how much you change drivers, you will eventually get it again. -
You might be experiencing the nvlddmkm.sys error.
go to control panel -> system and maintenence -> performance information and tools -> advanced tools
look under performance issues and see if your video driver is displayed. if it is, then you're also going to experience the notebook not being able to sleep automatically. As of this moment, I am still looking for a fix for the nvlddmkm.sys error. Google nvlddmkm.sys and you'll see there is lots of problems with nvidia's drivers -
Actually, I think I'll stick to my previous statement and that your GPU is fried and getting worse.
