I have an xps 16 and was wondering if I need a laptop cooler. I do play games but the most intensive one is probably Team Fortress 2. When I do play it, the laptop does get pretty hot on the bottom with the fan running and everything. Besides that I pretty much use my computer for web surfing, word processing, and stuff like that.

On a sidenote I did run the program ORTHOS which simulates your processor going on a full load. After running it for 10 mins. the max temperature that I got was 64C.

64C is fine. Do you elevate your laptop when gaming? Put a book in the back to prop it up. Make sure you don't block vents.

Read The Undervolting Guide. My CPU went from 64 degrees to 56.

You don't need a cooler. Coolers are used for gaming when you're stressing the components for an extended period of time. Even then, unless something is wrong with your system, the system will still last. If you've invested a lot of money into your laptop, use it a lot, and want it to last, a cooler is an inexpensive purchase to keep it operating optimally.

Since you aren't going to do a lot of gaming with 64C measured CPU temp under stress there isn't a huge need for cooling. With a Zalman NC2000 I get a higher temp of 70C. You probably only need a cooler if the heat gets uncomfortable for you as you use your 1640.
