    Most of the throttling looks like it is being caused by sky high temperatures.

    Pull your laptop apart and clean up the heatsink and fan and put some new paste on the heatsink. You can't expect a laptop to function correctly if the CPU core temperature is going over 95C.

    Is this the laptop in your sig? The XPS 1640 has some unresolved throttling problems but you need to cool it down before you can see what the real problem is.
