As long as the connector wasn't damaged it should just snap back into place. If it was damaged you most likely will have to purchase a replacement keyboard (fairly cheap) since I doubt you will be able to find a reseller who has a CTRL key from a M1730 keyboard.

Line it up over the key area and depress the key - you should feel/hear a slight click - this is the key locking back into place.

Its not sticking that is what the problem is..

New keyboard time...
Just do a google search for "PM318" this is the part number for the M1730 keyboard.
Here's one reseller that has it for 34.99:

Once you have your keyboard, use this procedure for removal/replacement:

Do you think its worth to change the whole keyboard just for one key that is Ctrl???
-
That answer you need to give. If you like how it looks without CTRL key... then don't change the keyboard.

Not all keys just snap back in, some have to go on a certain direction (one side first, then the other)
Take a closeup picture of the cap and where it attaches and I'll tell you if it's broken.
Don't force it, or you WILL break the nubs that it has to attach to. -

I guess I will change the whole thing
