Your laptop will slow down your CPU and GPU when on battery to save power, it's totally normal.
Check your advanced high power settings to chech what devices are on power saving mode when on battery (CPU may be one of them), AND check your ATI settings(disable powerplay, you got it enabled on that screenshot) as usualy the GPU is capped when not plugged. -

what settings shuold i change to have the same performance on battery and blugged in???????????
-
These should make you have performance on battery:
- Turn off ATI PowerPlay
In the advanced power plan configuration:
- PCI Express / On battery power savings --> Disable
- Processor energy administration / Maximum CPU status ---> 100%
/ System cooling directive --> Active
[I don't have windows 7 in english, so maybe the current names of these settings are a bit diferrent]
Hope this helps! -
From what I've tested on mine: The maximum performance on battery mode is lower than when plugged in, even with ALL user controllable settings identical (assuming both on maximum). If you disable ATI Powerplay on battery, your gaming performance will be completely crippled. However, I think the few games I tried on battery were more than playable (60 fps plugged in, 45 on battery).
