I have a Rosewill ext. enclosure and I cannot get the laptop to recognize the drive unless I reboot the laptop with the drive on.

However I am able to simply plug this drive into my desktop and turn on with no problem recognizing it.

I'm just wondering, does the XPS16 support swappable eSata?

I use an external eSATA enclosure for most of my media. I don't want to use my SSD for stuff like MP3s and pictures. It's definitely hot swappable. I think your enclosure is defective.

I recommend the Vantec NexStar 3. It has great reviews on NewEgg and Amazon.

I'm thinking it is my laptop because it is hotswappable on my desktop.

I also did some research online and read about something with setting the esata to AHCI. I checked my bios and that setting was enabled.

Not really sure what's up with my laptop.
