Depends which OS you are on. If you are using XP, or Vista 32-bit you can try Winbubble. there is a section on OEM Logo. the app was never certified for use with a 64-bit OS so I dont know if it will work. Have no clue on Win7 compatibility.
Aside for the app, you can also try (located via Google Search):

Mechanized Menace Lost in the MYST
so ok you will want to get the image or take any other dell logo and resize it to 120x120 and make it whatevernameyouwant.BMP then copy your logo to C:\windows\system32 so the path should look like this C:\windows\system32\whaternameyouwant.BMP
open up RegEdit and browse this Reg path HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\OEMInformation and change the path
if its not there right click currentversion key and select new name the new key OEMInformation
then right click on OEMInformation and new>string value
name it Logo
then double click Logo and add the Value data I.e
C:\windows\system32\whaternameyouwant.BMP
and here is a piic of the regedit
thats what it should look like minus all the other stuff i added that doesnt Show up in Win 7 and credit goes to Walker News
