How can I tell if the processor is running as it is supposed to be in my 9550 i7?
i.e. all 4 cores and the turbo boost?

HWinfo will show all 4 clockspeeds in real time.....
or just use XTU.... the clockspeed shown there (core frequency) will always show the lowest speed any core is running, i.e. if your running 4ghz on all 4 cores and it starts to throttle on the less efficient ones, the clockspeed shown will reflect that. (pay less attention the the 'Active Core Count'... if it states only 1 core is being used it simply means your running the highest possible clock ratios)
from my experience anyway...lol -

if you run HWinfo in 'sensors only' ....... you should then see all thread activity...
that window is more like chip specs..
How to tell if all core (and turbo boost) are working?
