Dell XPS m1530 --- is it possible to upgrade to something higher like 2.0GHz or higher?

negative, go with the Core 2 Duo T9300 or T9500. Those are newer, faster, and run cooler

T9300 and T9500 has low Base Clock (BCLK) frequency.....
that means both of that processor has slow FSB speed
try T9400 or T9550..... it has 1066MHz FSB and it is really FAST! :D

You cannot do 1066 FSB Core 2 Duo processors. M1530 is Santa Rosa, and only supports 800 FSB Core 2 Duos. If you can, try to go for a Penryn processor as they have the newer instruction set and also run cooler as they are 45 nm.

Best values would be T7500, T8300/T8100, or if you do quite a bit of rendering a T9300.
