I just moved from an M1330 (with T7300 cpu and GF8400GS) to an M1530 (with T9300 and GF8600GT). I noticed this same behavior with the M1330, and I just duplicated it on my M1530.

In Vista Ultimate X64, I was messing around to see the effects of selecting various built-in (balanced, power saver, and high performance) and my own custom power schemes. I had CPUZ running while I selected the different settings. I noticed while idling on balanced and power saver, CPUZ shows core speed of ~1600Mhz, and then drops to ~1200Mhz as soon as I changed it to high performance  Curious to find out which setting might have caused this, I messed around with the individual advanced settings. I discovered that if the minimum processor state (under Processor Power Management) is 31% or less, CPUZ shows the CPU idles at ~1600Mhz. I change it to 32% or anything above, it immediately drops to ~1100Mhz. The default minimum processor state in all power scheme is 5%.

I can't imagine this behavior is by design. If the idea is to save power (isn't it?), somebody at Microsoft (or Dell) got this the other way around. It seems to me this is an OS issue. I have not tried this on any other computers other than my XPS M1330 and M1530, or any other OS versions. Again this is on Vista Ultimate.

Anyone else wants to give it a try and post your findings?
