I have my t9550 undervolted to 10x at 1.000v and it runs great 55 max temp. I just wanted to know if RMclock handles the switching like it normally would without it. Basically I want to best performing cpu I can have.
I just don't know how to really check because it reports running at 2.66 at 10x so I really don't know what else to check. Help me if you can
What's best app to check for throttle issues.

Run CPU-Z and Prime95. CPU-Z has a tool that shows the current clock speeds of your system in real-time, so if you're throttling, it should show you.
Prime95 is for if you're worried about stability. Prime95 stresses your CPU to the max, containing the ability to create both maximum heat output AND maximum voltage use; this ensures your undervolt (or, in other cases, overclock) is 100% stable, and will help ensure you won't kill your system a year down the road.
When testing an overclock, it's normally best to run Prime95 for at LEAST 24-48 hours. However, (since we're testing an undervolt instead,) if you don't have the time for this, just let it run overnight while you're sleeping. If when you check it in the morning it has no errors, then you're fine... just enjoy your system's natural performance and your cooler temps!
