This has been bothering me for the past weeks since I got a motherboard and fan replaced. Anyway I have been monitoring my GPU temp, and my fan turns on when it is around 70 C and turns itself off when it is around 56 C. For my old motherboard and fan, my fan activates itself at temp of 60 C and turns itself off at around 50 C. Both used the same BIOS revision A09. I tried to flash back my BIOS to A08 and did some test and apparently the exact same thing happened. It seems like Rev A09 doesn't do anything for my new motherboard.

Should I bother to contact Dell about this or is this normal? Also my old GPU idles around 47 C with a laptop cooler, while my current one idles around 60 C with a laptop cooler. =/ I am using a M1530

That sounds like an upper normal to me. As long as the fan turns on at 70C and doesn't go too much above that (I'd start worrying at 90C), you should be ok.

What bothers me the most is that my old GPU was able to idle around 47 C with my laptop cooler, but my new one idles at around 60 C. =/
