Where can I find the settings for the keyboard backlighting? I would not like it to dim at all and would like the ability to adjust its brightness. Where is this possible? I hope not under some special Dell app which I may have deleted.

If you go into the Windows Mobility Center, you should see Dell Quickset, which will give you keyboard backlighting options. Just search for Windows Mobility in Windows Explorer. Once there, click on the keyboard button and you can adjust when (if ever) the keyboard backlight turns off. You can also adjust brightness. Hope this helps!
