I barely use this laptop but I recall it used to idle around 50C and stay that way unless I was opening tabs in Firefox, launching programs, etc. Now if I just leave it doing nothing it will be around 58C and rising, then it triggers the fan as usual at 60C and the cycle repeats.

I think the culprit might be ThrottleStop but I disabled it and told the program to reset everything upon exit. I've tried adjusting power settings and messing around with SpeedStep but nothing works. Do I seriously need to call Dell already?

Anything that monitors your processor will cause temps to jump a bit. Throttlestop will do that (perhaps SpeedStep too?). Mind you it makes little difference when under load.

Setting max processor speed to 99% will turn off turboboost without having to use ThrottleStop. That alone should keep temps well below 60C when idle. If it's higher, get out the ol can of compressed air and blow some dust out.

The speed profile for the fan on these units is really poor, in my opinion. Barely anything all the way to to 60 then WHAM. Full throttle, then 59C and WHAM turn off suddenly.

Realtek cruddy driver will cause this. Uninstall it and just use the driver that windows installs.
