When I try to disable the trackpad with fn F3, the light on the trackpad comes up, but the trackpad is not actually disabled. If I press the "settings" softkey and bring up the "windows mobility center", I can successfully disables the touchpad from there.
This issue started after I reinstalled windows a while back. But I did install all the drivers and all other fn funcitons work such as all sound controls, wifi, brightness, and multi moniter (F1). I tried reinstalling the drivers, but the same issue still remains.
Any suggestions on making it work again?

Which version Synaptics driver did you use? You should use the one from the Dell website. The one direct from Synaptics website will cause the issues you describe.

As suggested by ‘pjcronje’ you may try updating the touch pad driver from the link. In addition to that please install the “Dell Quickset” application as well.
