Hi,
I just had my mobo replaced by a Dell technician but i now see that my CPU speed is constantly at 2.6GHz (maximum), no matter the actual activity (even when idle).
I use the Inter Turbo Boost monitor utility for that. With the old mobo, CPU speed was at 2.0GHz except for peaks when i run intensive programs.
I know i can fix that by re-installing windows (i have read the threads) but i want to know if i can avoid this.

Hi csterg,
Since there was a motherboard replacement recently, please login to the BIOS and set it to defaults. Restart the system and check if the CPU speed is constantly at 2.6GHz. If there is no change, update the BIOS to the latest version available. Please use the below link to download and install the BIOS.

After updating the BIOS if the issue still persists please let us know the status of the “CPU Usage” that appears in Task Manager.

Thank you for the info.
I did reset the BIOS settings to default values. I have version A18 (same as before the mobo replacement) which is the latest.
The CPU speed is constantly at 2.6GHz still, no fluctuation at all.
CPU Usage from task manager is below 2%. I left the computer idle so the CPU only fluctuates between 0% and 2%. The same result.
The HWMonitor app reports temperatures of ~80C at the CPU cores.

Thank you for your reply. Since the previous steps didn’t fix the issue you may try the below mentioned steps as well.
• Please uninstall and re-install the Intel Turbo Boost Technology Monitor Software. You may use the below link to download and install the application.
Drivers and Downloads | Dell [United States]
• Please remove Battery and AC Adapter from the system.
• Press and hold the power button for approximately 25-30 seconds.
• Login to the BIOS and select the ‘Advanced’ tab.
• Select the Intel Speedstep and check if it is enabled.
• If it is enabled please disable the same and restart the system
• Enter the BIOS screen again and enable the Speedstep settings. ( We are just toggling the settings)
• Restart the system and check the Turbo Monitor again.

@op did you remove any drivers at all? did the tech reinstall windows? I would personally reinstall all main drivers for your l702x. See here http://forum.notebookreview.com/dell-xps-studio-xps/576836-dell-xps-17-l702x-clean-install.html

I followed the instructions above (enable/disable speedstep from bios, etc), but with no result.
I did reinstall basic drivers yes, but without uninstalling them first. Would it be different if i uninstalled all drivers first before re-installing them? Does it make sense?

Your Windows Power profile doesn't happen to be at "High performance," is it?

It's in standard and i do customize the cpu power options to put maximum at 99% (instead of 100%) so my cpu temp is not 86C all the time (and i don't have to hear the fan from every room in the house)
