    I bought an XPS 15 9560 (7700hq, 512 Gb ssd, 16 Gb RAM) 2 days ago.

I wanted to undervolt the CPU, so I downloaded Intel Extreme Tuning Utility. It states that the Max Core Frequency of the 7700hq is 2,59 GHz. Also when stress testing the temperature never exceeds 58 C.
I would have expected it to turbo boost and get higher temps.

    Anyone know what is happening?

Something is not right there, have you reconsidered reformatting? out of the box experience should be fine though, but I don't know if you bought it NEW or USED, if it was USED then reformat and start over.
