Hi, I just installed a Penryn T8300 CPU, taking out the original T7250 on my M1330 (which came with a 65W adapter), but it seems the framerate for the NVidia 8400M has dropped. Is this because of the ac adapter? The BIOS did give me an AC adapter warning.

Wild speculation but...
When my PS failed I asked if they could send me a 90w one as my 65w got too hot. They had to speak to an engineer who got back to me the next day who said no, the laptop could draw too much power from a 90w and burn out.
Therefore one could conclude that the GPU could perform better if it could get the power. -
I think penryn CPU's are meant to come with a 90Watt adaptor, I have a T9300 and when I tried with the slim 65 watt with that little blue Light it complained about power ...

It reboots immediately with 65W adapter (CPU running at max speed and recharging battery).
It runs ok without battery charging. -
i have replaced my T7500 cpu with a T9300 and i use the 65w adapter all the time with no issues at all... i also have the nvidia graphics chip.

Ok, I got a 90W adapter with another M1330 I just bought (T7500). The M1330 with the T8300 still has low video performance, so it's not the power source.
My Vista Experience Rating Gaming Graphics for the T7500 is 5.2.
For the T8300 it is 4.7. I downgraded the BIOS of both to A09. Tried A11 and A12, no change in video performance.
I used 3D Mark earlier but forgot the ratings, but I know that the T7500 did better with anything graphics-intensive. -
