Whenever I am using my M1530 for simple tasks, such as surfing the web or checking my email, my fan is always running. It isn't running loud but it is audible 20 or so feet away. Hardware monitor places the CPU temperature at 45C and the GPU at 62C. According to task manager my CPU useage is right around 10%. Is this normal?

The fan will always be running. Sometimes louder than other times. But the M1530 is common to run loud. So, its probably just normal in your case.

I already posted them above. About 45C for my CPU and 62C for my GPU. THM (I'm not sure what that measures) is hovering right around 51C.

Yup that is perfectly normal. The 8600GT can handle temps up to around 90 degrees, so you are perfectly fine.
