So I've had this problem for weeks now and it started happening quite randomly (no new software or significant update that I can remember).

    Anyways so here's what happens:
When I turn on my laptop, the optical drive makes it signature "eject" noise and then the loading finishes and all goes according to normal.

The same thing also happens when waking up the computer from sleep. The computer turns on and i can log in immediately, it's just that some stuff such as external usb devices will not be usable until the slot-loading drive activates again 15 seconds later...

Any ideas on what can cause this? and how to fix it?

I've tried removing CD/DVD boot up from the BIOS startup options, but that did not change anything

    NEVERMIND!! I JUST FIXED IT!
it seems dell had released a new driver for this to ensure Windows 7 (including 64-bit) compatibility.
It's listed in the inspiron downloads, but the optiarc part is the same so it worked fine for me.
