When installing OS , it is possible to load ACHI driver.
From DELL driver download page is possible to download :

Matrix Storage Manager Notebook Driver 7.5

and from intel driver download page is possible to download latest:
Matrix Storage Manager Notebook Driver 8.7

When u look on this photos u will see that this drivers are not the same.
Or their are the same but the second one is updates.

now: CAN ANYBODY {I MEAN ANYBODY (NAY PC) WITH SYSTEM WITH ICH7, ICH8, ICH9 OR ICH10 CONTROLLER} USE THE INTEL DRIVER?

OR IT IS BETTER TO USE DRIVER FROM MANUFACTURER DOWNLOAD PAGE {IN THIS CASE DELL}?

support for the xps 1530 has kinda halted. nothing new since nov last year...
that's why you will find the 8.7 for other systems and not this one...
i usually look for drivers from other systems when i reinstall my windows, especially at the new models since they will have the newest drivers and 99% of the time they work with 1530
