I was looking at the advanced power settings today and saw that while Plugged In on High Performance, the minimum processor power was set to 100%. Why is that? Shouldn't I keep it at 5% and the max at 100%?

Nope, 5%min 100%max is generally balanced mode.

High performance is exactly that, high performance by demanding the processor stay at full speed.
