I'm not sure exactly, but would your current power plan's settings for "SPARTA" factor into that? Try switching your power plan to Balanced, Dell, or High Performance to see if the frequency changes. I think powerplay works in conjuction with your power plan. Maybe a re-installation of your ATI graphics driver (try 10.5) would help also?

SPARTA means everything is maxed out. Though I did try switching to High Perfomance. It doesn't help.

Not sure how should I go about reinstalling ATI drivers. Clean Uninstall - Install?

Here the same problem. I have updated the driver to the latest one ATI graphics driver (10.5 package), but nothing changed.

Updated to 10.5 it seems it works - though I need to confirm it - waiting for Age of Conan to update :)

It works. I'm not sure what fixed but it's either one of these:

    1) Updating ATI drivers (uninstall/reboot/reinstall/reboot)
    2) changing power plan to high performance and waiting for 10 min. Not sure what I did wrong with my custom power plan.

    ONE MORE THING!!!

    90W doesn't help at all!!!!
    only 130W kicks it to 675 !!!!!

As long as its working now that's all that matters . Yea, 90W is an insufficient adapter for these systems, especially the i7-720 + RGBLED combo. Even the 130W is being limited by Dell meaning that throttling due to insufficient power from the adapter (130w) still occurs. It's all pretty sad really, but sticking with the 130W is the best choice for now.
