I have installed new Seagate firmware DE 17 for HDD with 7200.3 RPM and WEI drop down from 5,9 to 5.8

But HD tune reports still the same tests results.

Do u think that this firmware could cause performance digression.

It's not that the performance of the drive has gone down, it's that the standards for WEI are always increasing, therefore, as time goes by, the same hardware will receive a lower WEI score.
As HDTune shows, the drive is performing no differently.

You don't have to re-install Windows. I just did my WEI for the first time in over 6 months and my score went down by .1. The hardware was the same, except I had moved from 4GB to 6GB of memory (memory score went up, CPU score went down) - CPU was already my [WEI] bottleneck so my overall score went down.

    You're NOT LISTENING.
That score probably DID NOT GO DOWN BECAUSE OF THE FIRMWARE
The score probably went down BECAUSE MICROSOFT HAS UPDATED THE WEI STANDARDS.
The drive is performing EXACTLY THE SAME. Why would you DOWNGRADE the firmware JUST to increase the WEI score, EVEN if that was the problem.

    Here, do what I did.
Follow this guide and manually make your score 9.9 for everything. WEI is useless anyway.

I can't tell if this is sarcasm directed at me, or at WEI and agreeing how useless WEI is.

    Yes on both counts. ;)

Seriously I find it sad that they are tying the use of system features to an arbitrary scoring system. They were probably trying to save face and not let you try to do something that would give you a poor experience.

That is the purspose of WEI, if you score too low, you cannot use Aero.
I changed it to 9.9 as a proof of concept and for a quick laugh. I do not actually care about my score.

Well, his burst rate is way down. I am having the same issue. This drive should be bursting near the max rate. I just checked an old 100GB 7200 RPM Hitachi (Sata Mode 1) and its bursting higher than my Seagate 320. This is a joke. Something is wrong with this firmware update.

To give you a reference, take a look at Forte's HDTune results for his drive back in June 08 (second image):

Microsoft has NOT updated the WEI standards. They increased the maximum score from 5.9 to 9.9 in Windows 7, only because too many computers were getting the maximum 5.9. Now those machines will get somewhere between 6.0and 9.9. Machines that got below 5.9 will continue to get below 5.9 and the score shoulldn't change.

What happened with the OP is that he/she probably has more programs running after 6 months.
