i really apologize if this question was here, but really need some help .. just recently ive bought nice 2nd hand xps13 9370 i7 with 8 days of warranty left. so wanted to buy an extended warranty, but ive been told that the warranty ownership has to be registered on my name to buy an extended warranty. problem is, that i bought it from 2nd hand shop and they have no idea who was the previous owner and Dell " kindly " doesnt help.. so is there any way how to get the info about the registered owner ?

I had kind of a similar deal on a Dell desktop I bought in 2014. It was an Optiplex built in 2013, so it should have had two years of warranty remaining. Dell told me I needed the info for the original owner to transfer the warranty, but since I couldn't provide that, there was nothing they could do. I don't know if that's changed in the intervening years. The seller did not reply to my emails. I got such a great deal on it I decided to keep it. It seemed to work well enough and shipping a desktop back is expensive. Desktops are lower risk propositions that notebooks and easier to fix should a problem arise. If you're concerned about the warranty, perhaps you could return the notebook.
I sure how it works in the UK, but here you can take out a rider on your homeowners or renters insurance. Plus, it covers things a manufacturer warranty would not, like theft. That might be something to investigate if you want a warranty. -
If it is registered tell them you'd like to transfer it into your name - again refer to the sales receipt - and then once it's registered you should have the option to purchase extended warranty.
You've only got a few days left I assume, so be persistent and don't let being put off by one agent delay you, call back and start again with a new agent, and eventually you'll get through the process to the point where you are either done or blocked due to "procedure", then it's time to ask for escalation to a manager for review of your claim of ownership and need to register. Don't talk about extended warranty until the registration is completed.
Good luck. -
