    Personalize and Control Panel do not pop up - Dell M1530

    Recently I've been experiencing a problem where Personalize does not pop up, and where the Control Panel will pop up but it will be blank.
    I was installing Vista Themes and Icons, but it only started happening maybe 2 days after I started doing that. I tried doing a system restore to way before I even installed any Themes, but it still doesn't work.
    I also did mess with the browseui.dll and shell32.dll, but I already replaced them with the original files.

    Any ideas or suggestions? If I have to reinstall, I might as well put Windows 7. Kinda getting tired of all the needless problems with Vista.
