- When I try to save file and about to name it, if I click "caps lock" it will highlight all letter.
- When I create new folder and about to name it, if I click "caps lock" it will not let me type further. It will do as if I have already name it and it's done.
I have set ForegroundLockTimeout DWORD value to 30d40 but I still have this problem. Can anyone help me how to fix this problem. Thank you so much.

Yea honestly, I didn't want to be the first to say it but I think you are wasting a lot of time on a very trivial problem.... I apologize if you might need it for some specific reason but from your problem description it sounds like you are having trouble when you use caps lock DURING the renaming process.... besides the obvious solution of using the shiftkey... why can't you press capslock before you rename your file? I am finding it hard to think of a situation where you would have a long enough string of capital letters in a filename that requires the use of a capslock, much less one in which the capital letters are only part of the name.
If you are the type of people who use capslock instead of shift for capitalizing letters, well then I'm going to be blunt and just tell you to learn how to use shift. I know that it would feel weird at first, but honestly I believe that you'll get used to it overtime and, more importantly, it will save you keystrokes and reduce typing fatigue. No, really. Think of all the times you have and will ever type a capital letter. Now divide that by two, and that is how many unnecessary keystrokes you will save. Also, imagine capitalizing 'a'.
Anyway this is slowly going off topic, so if you have any specific reason why you need to use caps lock in the middle of naming a file that is not just to capitalize letters, please provide details because it would help trying to determine the cause of your problem. Otherwise, learn to use shift. It is better for you in the long term =P -
Thank you to both of you. From your suggestion, I think the only way for me is to learn how to use shift key instead of caps lock. This will be hard for me since I never use shift key for capitalizing letters before. Even now when I am typing, I am trying to use shift but many time I intuitively press caps lock instead. It may take time though.
And the reason I need to use cap letters more than once when naming files, folder is...I am student and I usually have to save papers or something academically. So the file name is mostly something like "Maximum Ratio Combining", "Multibeam Satellite". So it would look better with cap letter in front of each word. I hope you understand why I need to do it now. Thank you so much again. -
Before you give up hope, try disabling Quickset using msconfig (restart after you do this).
