I'm using one of those hong kong made OEM ac adapters for my Dell XPS 1647. It was charging my computer fine for a year or so, but now it has stopped charging the battery (though the adapter still works). How do I know if this is a problem with the adapter or my computer?

Buy a new adapter. Buy a genuine one.

I assume you are getting the "AC adapter not recognized" error?

I've been unfortunate enough to experience this with just about every Dell laptop I've owned. The problem is likely with the charger. There is also a possibility your motherboard power plug is disconnected/shorted/bad. Inspect the power socket and see if there is wiggling or looseness. Buy a new equivalent charger from Amazon (check the reviews) and try it out. Go from there.

Also: I have never owned a Dell Charger that lasted longer than the laptop. Most of the failures occurred around 2-3 years. My L502X failed recently after 1.5 year.

The power socket is definitely wiggling. So it's probably the motherboard power plug? What are my options from here?

    This.

If you have another Dell laptop with which you can test your current charger, that's worth looking into as well.
