    Is there any way to turn off the message that pops up every time you toggle caps lock?

    As far as I know, only if you uninstall / disable Dell Quick Set. There doesn't seem to be any way to customize the onscreen things for Quick Set.

    The small one comes from bluetooth software. You can disable it in registry.
