Would there be any lag on video playback on the 8X Slot-Load Blu-Ray Reader versus the 4X Slot-Load Blu-Ray Reader/Writer for the Dell Studio XPS 1640?

    No

The 4x is referring to the Blu Ray write speed, not the read speed, which will be the same as the Blu Ray Read-Only drive.

No it does not have to be.
The only way your going to find is the check the spec of the two devices and compare them.

Well .. Ok The Operator is certainly confused with the specs....

    8X Slot-Load Blu-Ray Reader

    By this Dell meant..

Blu-ray disc will be read on 8x

But you wont be able to BURN/WRITE Blu-ray Disc.

Other type of DISC ( DVD/ CD will be write/read at the 20x/52x and 48x/52x respectively)

    4X Slot-Load Blu-Ray Reader/Writer

    By this dell meant..

Blu- ray disc will be read on 8x

*As well you will be able to burn it on 4x speed

Other type of DISC ( DVD/ CD will be write/read at the 20x/52x and 48x/52x respectively)

You only need 1X to play Blu-Ray video without lag. It is 1X video speed. A 2X drive can read data twice as fast as it needs to not lag when reading a blu-ray video. 4X is 4 times, etc.
Also, 1X for Blu-Ray is WAAAAY faster than 1X for CD.
    For CD, 1x is 1.2 Mbit/s
    For DVD, 1x is 10.5 Mbit/s
    For Blu-Ray, 1x is 36 Mbit/s
