Playing Fallout 4. It works great with airplane mode on, but with wifi/bluetooth on, it is unplayable. Not sure if it is not switching video cards or what, but it doesn't really work at all. The startup screen comes up but it stuttets really bad. Running newest drivers.

Make sure you're on latest Dell wd 1830 drivers. You could also try another wireless card if the hwmon doesn't explain anything.
You want to look for the reason the performance is lower. Is it consistent but throttled? Is it clocked right, but there are cpu spikes? The graphs and throttling warning indicators will help narrow the nature of the problem.Kikuri likes this. -

Also this is very repeatable. If I start a game with airplane mode on, it works fine. As soon as I turn airplane mode off, it starts lagging (to the point that it takes 10 minutes to even get past the initial splash screen). If I turn airplane mode back on though, it stays in its laggy mode until a reboot.

Sorry, but that is not really meaningful to me. Can you take a screenshot of the graphs? like this:
or even just the gpu-z window after gameplay (maybe you could toggle wifi on-off as well?)
