I charged my laptop to full today and noticed that on Dell Power Saving mode, it runs an hour before dieing. Is this normal? What is your experience with using the battery?

How old is your Dell battery?

It should last longer than that if its not over a year old. Do you have the RGBLED screen?

What do you think? Should I order a new battery, or the extended battery? How much is it anyway?

Your screen shot shows you are in Blanaced mode...not power saver mode. That hour mark could be normal in that power mode...but it depends what your other items are set at.
Screen brightness set to 100%?
WiFi on?
Bluetooth on?
What screensaver is set (some use more resourses/power than others)?
Is your HDD not set to power down after a short while?
What other programs are running in the background?
Those are some other things you should look at first. If you find that the time doesn't change much after putting things into uber lower power mode, then something is definitely wrong with the battery. -
If you are still under warranty just call and get them to replace it.
