I'm currently using DELL stock drivers... but i'm having problems with call of duty 4... it has these weird sutters and everything is set to average no antialiasing, and i get like 20 FPS Average... should i be using stock drivers for optimal performance or should i use other drivers?

It's worth a try. You can always revert your changes by using System Restore.

Download HWMonitor and record the highest temperatures reached when gaming.

    Some people also recommend this:
    http://www.driverheaven.net/modtool.php

I dunno which will give the best results, but when I actually do get my xps16 its one of the first things i'll do after doing a clean install.

If the temperature reaches a certain height, some components (like the CPU and GPU) in the computer are designed to slow down (throttle) so that the temperature of the part has a chance to drop so that nothing gets fried.
